Why You Need to Act Now

On January 27, 2026, the Spanish government announced a mass legalization program — the regularización extraordinaria. The last similar amnesty took place in 2005 under Prime Minister Zapatero, when approximately 500,000 people were legalized. The 2026 program is expected to be even larger, with an estimated 500,000 to 900,000 applicants.

Applications are expected to open in April 2026 (after the Real Decreto is published in the Boletín Oficial del Estado). The submission deadline is June 30, 2026.

One of the key requirements is a criminal record certificate from your country of origin, covering the last 5 years. The document must be apostilled and translated by a sworn translator (traductor jurado).

Who Can Apply for Spain's 2026 Mass Legalization

According to the Ministerio de Inclusión, the main requirements are:

✅ Proof of residence in Spain before December 31, 2025 (empadronamiento, medical records, bank statements, utility bills)

✅ Minimum 5 months of continuous residence at the time of application

No criminal record in Spain or country of origin

✅ Payment of the administrative fee (tasa)

Validity period — 3 months

Lived in Spain for more than 5 years?

he certificate from your country of origin may not be required — Spanish criminal records are checked automatically (de oficio). This point needs final confirmation after the Real Decreto is published in the BOE.

Declaración responsable (sworn statement)

The draft regulations mention that a sworn statement may temporarily substitute the certificate while it is being processed abroad. This is not yet confirmed in the final legislation — we recommend ordering the certificate in advance to be on the safe side.

Consular certificates

Not all Extranjería offices accept certificates issued by the Russian or Ukrainian consulate in Spain. A consular certificate often requires additional legalization at Spain's Ministry of Foreign Affairs. An apostilled certificate from the MIA is the most universally accepted option.
